José Negrón-Fernández is an attorney-at-law with over twenty (20) years of experience in labor and employment law, general civil litigation, arbitration and counseling. Among his professional background, attorney Negrón-Fernández served as a Superior Court Judge and is currently certified to serve as Arbitrator and Neutral Evaluator.

Attorney Negrón-Fernández started his professional law career in November, 1995, as Law Clerk for the Honorable Antonio S. Negrón García, Justice of the Supreme Court of the Commonwealth of Puerto Rico. A year later, Mr. Negrón-Fernández joined the labor and employment law division of the law firm Fiddler, González & Rodríguez.

In January, 2001, Mr. Negrón-Fernández joined public service as the National Security Adviser for the Governor of the Commonwealth of Puerto Rico. One year later the Governor appointed attorney Negrón-Fernández as the Administrator of the Juvenile Institutions Administration.

In July, 2007, Mr. Negrón-Fernández was appointed Superior Court Judge of the Court of First Instance of the Commonwealth of Puerto Rico. He began his judicial career in the Fajardo Judicial Region presiding a civil courtroom and Drug Court. In August, 2009, attorney Negrón-Fernández was transferred to the San Juan Judicial Region, where he was assigned a civil courtroom. Mr. Negrón-Fernández handle the class action suit regarding the special education services provided by the Department of Education. From April to June 2010 attorney Negrón-Fernández was assigned to preside the specialized courtroom handling injunctions in the San Juan Judicial Region, where he presided the case related to the student strike at the University of Puerto Rico.

In January, 2011, Mr. Negrón-Fernández was appointed by the Chief Justice as the Chief Judge of the Arecibo Judicial Region. During his tenure as a Judge, Attorney Negrón-Fernández lectured judges on techniques on how to preside a civil courtroom, new rules of civil procedure, how to handle medical malpractice cases and post-judgment procedures, among other topics.

In January, 2013, the Governor of the Commonwealth of Puerto Rico appointed attorney Negrón-Fernández as the Secretary of the Department of Corrections and Rehabilitation.
